PPP: Policy Issues and Options

The term "public-private partnerships" (PPP) is increasingly used to embrace the range of options now available to policymakers who need to choose the best combination of supply sources for a particular activity. Today, there is a wider acceptance that competition has a role to play in the provision of efficient services to the public.

Suitability: who should attend?

This course is for people who have either recently moved into a PPP or PF! project team or are already a part of the procurement team. The course takes a more in-depth look at the key aspects of project management in the context of PFI. It covers some of the salient parts of the procurement process and also some of the main project management pitfalls that can beset a project of this nature.

Aims of the course

This programme equips managers to address the strengths, weaknesses, and relevance of their options analytically and objectively.

• Should the service remain in the public sector but with performance enhancements?
• Should it be contracted out or outsourced, possibly to the voluntary sector?
• Should it be fully or partially privatised?
• Or should it be provided by a joint venture between the public and private sectors, a true public-private partnership?
